Framing the Final Weekend

Memo: To Interested Parties
From Tim Phillips - Musgrove for Senate campaign manager
Date: 10/30/08
Re: Framing the Final Weekend

Despite Roger Wicker's attempt to distort the record, Ronnie Musgrove is a Mississippi Democrat who shares ours values.

Ronnie Musgrove is prolife and worked to pass the Mississippi prayer in school law. He is pro-gun too and has an A rating from the NRA. Musgrove is opposed to gay marriage.

And Ronnie Musgrove will fight for the middle-class and end George Bush economics and special interest giveaways.

Background:

Musgrove's Conservative Record

Abortion

Musgrove Supported Additional Restrictions On Abortion: In 1990, Musgrove voted to require the licensing of abortion clinics by the State Board of Health. Also, Musgrove voted to require a 24-hour waiting period before a woman could obtain an abortion. In 1991, Musgrove again voted for a bill requiring the waiting period. (Clarion Ledger, 4/1/90; 4/7/91)

Musgrove Banned Public Funding Of Abortion: In April 2002, Musgrove also signed a bill that would ban spending public funds on abortions with a few exceptions (including when the mother's life is in danger, when the pregnancy is the result of rape or incest, or when a fetal malformation is incompatible with the baby being born alive). (Clarion Ledger, 4/18/02 HB 1480, Summary of Legislation 2002)

Musgrove Voted To Require Doctors To Register As Abortion Providers: In 1995, Musgrove voted to require physicians performing more than five abortions per month to have their offices licensed as abortion clinics. (Clarion Ledger, 3/9/95)

Gay Rights

Musgrove Supported Ban On Gay Adoptions: In March 2000, Musgrove supported a ban on adoption by homosexuals or same-sex couples. The ban not only pertained to adoptions in Mississippi, but also ensured that Mississippi would not recognize adoptions by gay individuals or couples from other states if the parents moved to Mississippi. (Clarion Ledger, 3/23/00)

Musgrove Opposes Gay Marriage: Musgrove opposes gay marriage and believes that marriage is between one man and one woman. (Clarion Ledger, 10/3/08; Sun Herald, 10/22/03)

Guns

Musgrove Was Endorsed By NRA And Loves To Hunt: In 1999, Musgrove was endorsed (along with his opponent) by the NRA. The postcard from the NRA stated that "Musgrove also supported our right to self-defense with a vote as a state senator for 'right to carry' - an issue of strong importance to NRA members." Musgrove talked about his love of hunting in 2002 and the Clarion Ledger reported that Musgrove had killed a 10-point buck in 2002. (Clarion Ledger, 11/2/99 and 1/6/02)

Musgrove Received An "A" From NRA In 2008: In the 2008 election cycle, Musgrove received an "A" rating, the highest given and the same as Roger Wicker, from the NRA. (National Rifle Association Political Victory Fund)

Musgrove Signed Bill Allowing Conceal And Carry For Certain Persons: In 2002, Musgrove signed HB 844, which provided that guards and other persons could carry concealed weapons, even if they were not sworn law enforcement officers, if they obtained a permit to carry concealed weapons. (HB 844, Summary of Legislation)

Wicker Breaks Another Election Law - Musgrove Campaign Files FEC Complaint

Wicker has more than $275,000 in illegal contributions that he cannot spend in his account

Jackson, MS- Interim Senator Roger Wicker has violated another federal election law and the Musgrove campaign today filed a complaint with the Federal Elections Commission.

The FEC complaint is in reaction to Wicker's campaign finance filings which show that he has taken $209,100 in illegal, excessive campaign contributions that he must re-designate or return in order to comply with the law.

That money, combined with additional excessive contributions and other illegal contributions noted in a previously filed complaint means Roger Wicker has more than $275,000 cash on hand that he cannot spend and must return or re-designate.

"Roger Wicker has used every legal and illegal dirty trick in the book to save his desperate, failing campaign. It is time he comes clean. He should return and re-designate the money, and he had better not spend it illegally on this race," Tim Phillips, Musgrove for Senate campaign manager said. "We are filing an FEC complaint, though we all know the FEC is slow to react, but Wicker's illegal money will be judged in the court of public opinion."

Musgrove and Virginia Senator Jim Webb Meet with Vets, Discuss Issues

Jackson, MS - Governor Ronnie Musgrove and Virginia US Senator Jim Webb today met with veterans at the War Memorial in Jackson and discussed issues important to them.

"This is a part of the country that really understands what it means to serve. The history of military service in this region goes all the way back to the founding of this country and it has continued strong," Webb said. "With that in mind, I am very pleased to come down here to talk about my own strong feelings about what a great senator Ronnie Musgrove will be for the people Mississippi and for those of us in Congress who are trying to take care of those who are serving and those who have served."

"Our veterans make the ultimate sacrifices to keep us safe. We must ensure they have the resources and tools they need when they're fighting to defend America and when they return home. It is our responsibility to treat them with the honor they have earned," Musgrove said.

Virginia's Webb Campaigns For Musgrove In Miss.

By The Associated Press
The Biloxi Sun Herald, October 20th, 2008

JACKSON, Miss. -- Virginia Sen. Jim Webb says "Reagan Democrats" should support candidates like Ronnie Musgrove in Mississippi.

Musgrove is trying to do what Webb did - unseat a Republican in a close U.S. Senate race.

Webb served as Navy secretary under President Reagan but won a Senate seat in 2006 as a Democrat. Webb said Monday in Jackson that Musgrove will be strong on veterans' issues.

By David Kenney, WLBT-Jackson
October 20, 2008

JACKSON, MS (WLBT) - This week U.S. Senate candidate Ronnie Musgrove is bringing in help to strengthen his support among veterans. Monday a well known Virginia senator was in town, assisting him in his campaign, attending a veterans rally.

World WarII veteran and well known Mississippi historian Bill Minor attended the rally in support of Musgrove. Minor says he relies solely on the government for healthcare, and the V.A.'s services have declined, and he's hoping the election will bring a change.

Senate Candidates On Education

Musgrove's Record On Education Is Hands-Down Outstanding

Ronnie Musgrove
Musgrove has made education a central issue in his Senate campaign, and his record bears it out. As a state senator, he chaired the Education Committee. As lieutenant governor, Musgrove pushed for the passage of the landmark Mississippi Adequate Education Program, which reformed state education funding so that poorer school districts spent as much per pupil as richer ones. MAEP was first fully funded under his gubernatorial administration. Also while governor, Musgrove wrangled passage of a significant teacher pay raise and called a special legislative session to eliminate a clause that would have made the pay raise dependent on 5 percent annual economic growth. The Mississippi Association of Educators has endorsed Musgrove.

"His record on education is hands-down outstanding," MAE president Kevin Gilbert says.
